iPhone 3G device price?

Hello guys. I'm from the UK, but have just had my family over to Toronto for the holiday season. My brother was told me that in Canada, the iPhone 3G is only available for around $ 650 device. I was looking for a single price for the device, but can not find one, could someone please confirm the price for me. Moreover, as I am planning on using this unit in the UK, if purchased in a store from Apple, would it be locked to a network? Or the fact that it is used outside of Canada said it would not be used on the network in particular? This should unlock the phone -?
